Quality improvement in teaching and in personnel training is the goal of reform in higher education. Scientific assessment and monitor are important means to achieve this goal. Each educator should hold the concept of "assessment is management". In the web-based learning environment, the learners'learning activities are essentially active, inquiring, and collaborative. The subject status of students should be recognized and respected. Moreover, web-based autonomous learning also needs monitoring and assessing as it's dynamic supports. The monitor in learning process and the assessment in learning outcomes are no longer merely managing tasks to a teacher, but also to students for their self-development and self-regulation.Formative assessment is an optional tool to ensure the implementation of web-based teaching and cultivation of learners'autonomy in web-based learning environment. Formative assessment itself is a learning activity. By establishing the portfolios, recording the time spent on learning and completion of the learning tasks, students can understand the learning objectives and learning points, perceive their learning psychology, form an autonomous learning habit, master the proper learning strategies, monitor their learning process and assess their learning results.
