Internal teaching evaluation of universities and colleges have very important significance to boosting universities and colleges teaching job health developing , enhancing the quality of education. But how to protect the quality of universities and colleges internal teaching evaluation is required one effective way of meta-evaluation to achieve it. Meta-evaluation is a kind of evaluation of other evaluation, is the scientific evaluation of the primary-evaluation. It has the function adjusting and being amended to the original evaluation. In the internal teaching evaluation of universities and colleges must strengthen the research and the practice of meta-evaluation , to ensure that teaching evaluation functional regularity , bring into play completely.This article elaborated the selected topic background,the research goal and the significance. Thoroughly analyzed on the bases of different explanation of meta-evaluation in the domestic and foreign educational circles, then summarized explained the concepts on meta-evaluation and pointed out that the theoretical basis for meta-evaluation. By analysising the situation and practice in the internal teaching evaluation universities and colleges for meta-evaluatiom in United Kingdom , Holland and USA,and meta-evaluation's current situation in internal teaching evaluation of universities and colleges in our country, then brought forward a little concrete tactics and suggestions to tentative idea on how to build meta-evaluation in internal teaching evaluation of universities and colleges in our country. And this article also summarized the main conclusion,and has given the questions which wait for further solving.
