Higher vocational education evaluation has entered a new stage of development because of the file issued by the ministry of education in April 9,2008. However, in the first round of the evaluation, the evaluation index is basically is the undergraduate teaching evaluation index, the evaluation of higher vocational colleges has not given enough attention to their own features. Therefore, different people have different views to the results of vocational assessment. At the same time, The 12th Five-Year plan also seeks to develop vocational education and improve the quality of higher education. Therefore, we need study the evaluation of the new evaluation program to enrich the evaluation theories. So the study survey 65 teachers and 99 students in three universities in Yunnan. The paper analyses the understanding and evaluation of teachers and students to the evaluation index,on-site evaluation methods and the evaluation conclusions by observation, questionnaire survey and evaluation research methods, and used the SPSS 17 statistical software to data analyses by descriptive statistics, t-test, variance inspection and so on.There are three results in the papers, firstly, teachers and students in higher vocational colleges do not understand to several key contents of the new evaluation program. For example, teachers have low recognition and evaluation to the data collection platform. Secondly, teachers in the school age of 4-10 years are not only lower evaluation than school age long teachers, also lower than the school age short teachers in the understanding and evaluation of teachers and students to the evaluation index, on-site evaluation methods and the evaluation conclusions. Finally, the analysis about students, the sophomore are higher than third-grade students in the understanding and evaluation of teachers and students to the evaluation index,on-site evaluation methods and the evaluation conclusions. Both teachers and students are the important parts of higher vocational colleges, their attitudes and evaluation may reflect the evaluation of evaluation in some aspect. At the same time, the concept of the education assessment need pay attention to the ideas of teachers and students to the evaluation. We can build the concepts of assessment by using multiple values.
