Volunteerism spirit has deeply rooted in China's traditional culture. It has been thousands of years' tradition for Chinese people that assisting those who are in times of difficulty and crisis and mutual assistance among neighborhoods. After the establishing of People's Republic of China, China' volunteer service has and formally developed, and university students have long been playing a pioneering role. Ever since 1990s, student volunteers service organizations, NGOs home and abroad have all eventually found their places in volunteer service in China, which has promoted more and more university students to become volunteers. Today, university student voluntary field has covered environment protection, community service, large-scaled events and social aid and assistance, and is extending toward more specialized-demanding field. However, under the cover of continuously heating passion for voluntary service, the brain drain rate of volunteer is increasing, and therefore, the issue of how to effectively motivate volunteers has become more and more notable.Aiming at university student volunteers, the major subject of volunteer events, this thesis employs mainly methods of documentation and interview to firstly summarize the status quo of China's university voluntary service, and then analyze the current motivating measures for university student volunteers as well as their deficiency and affect, and at last bring forward to the Countermeasures.This thesis points out that the principal current motivating measures are policies and regulations made by governments of all level, CYL' incentive policies and skills training supplied by organizers of the voluntary events. Because of the relatively plain motivating measures, the social atmosphere for university students to participate voluntary service is not good. Detailed as laws and regulations support is not enough, the cultural foundation for voluntary service is not strong and social supporting network is deadly needed. Besides, there are still problems that the skills training is not professional enough and volunteer organizations neglect the psychological characteristic of university students in the operation of an event or program.With regard to the problems analyzed above, this thesis argues that in order to better inspire university student volunteers, measures to build both the external and internal atmosphere need to be taken.For a good external atmosphere, legislating for voluntary service is the top urgency. And cultivating voluntary culture and building a good social environment valuing culture of voluntary service through establishing and widely propagating more voluntary service brand is also of great importance. Besides, social supporting network for voluntary service should be established through improving relevant policies to encourage and supervise enterprises to sponsor volunteer service, building cooperation between communities and their neighboring universities as well as urging universities to draw up more practical plans for encouraging and supporting student volunteers.For a good internal environment where the university students can obtain feeling of achievement and belonging, volunteer organizations should emphasize on group authorization, psychological contract, professional training, excellently planed programs as well as establishment and maintenance of volunteer document base.
