"Management of Foreign Experts"is a systematic project that covers various aspects of the society. It is likely to affect our domestic affairs and foreign policy, social stability and so on, and even the overall development of our society. The purposes of introducing foreign experts to China are to learn advanced science and technology, to improve the quality of our scientific research and management level.The study on foreign experts system is later than the one on other fields of public administration. The study on how to manage foreign experts properly, which is,not only to ensure their work enthusiasm with good treatment, but also to prevent them from disclosing secrets of our country, is of significantly theoretical and practical importance for the construction of harmonious society .Nowadays, there are many problems about management of foreign experts,especially in the introduction of foreign experts,which can not be ignored during the transition period of our society. Our country has set up a specialized regulatory agency on management of foreign experts, endows them with special rights that are different from those granted to our own national experts, and gives them more favorable treatment. However, there are still many problems about the operation of this system. We shall provide foreign experts with necessary service, at the same time carry out effective management. This requires us to face the problems in management work and to create new ideas and methods to solve them.The purpose of this thesis is to carry on macro, integral and systematic analysis of relevant laws, systems and policies of"Management of Foreign Experts", combining basic theories of sociology, public administration and management. This study mainly discusses the problems existing in the management of foreign experts, and puts forward measures and suggestions for improvement. For example, it proposes an open management system of foreign experts that fits the transition period of our country. It also provides a new idea for us to better understand and solve the problem. This paper mainly uses historical research method and comparative method in carrying out the analysis. The text is divided into five main parts: instruction, the condition and history of our country's management of foreign experts,existing problems in our country's practice of management of foreign experts, contrast analysis on human resources policies of typical countries and regions and their significance, and how to create an open management system of foreign experts suitable for society transition period.The first part is an introduction including three aspects. It is mainly about the present condition of the research on the management of foreign experts,for example ,context and significance of the choice of this theme, current researches on the theme, methods of research and concepts of the paper,and elaborates the research plan of the paper.The second part is general introduction of our country's management of foreign experts. This part is mainly divided into two aspects, the first introduces basic condition and present situations of the introduction of foreign experts; the second introduces the historical evolution of our country's management organs of foreign experts.After establishing the situation of our country's management of foreign experts the third part carries out an analysis,and then summarizes several existing problems in our country's current system, policy, legal control and implementation of management of foreign experts. There are seven problems mentioned.The fourth part makes an overall comparison analysis on talented person's strategy of some typical nations and regions, especially the strategies of America, Britain, Singapore and Hong Kong of China. Advanced system and polices can be drawn from the comparison analysis, which may be useful in future work.The fifth part concludes some methods and ideas to gradually improve our country's management of foreign experts by making use of advanced ideas and experiences of other nations and regions on this subject.The target of this study is, to discover defects and shortages in other nations'practice of foreign expert's management through deep study of them, and to put forward some constructive counterplots, and to make the standardization of management of foreign experts come true.
