| Talents are the foundation of a prosperous country and the strategy of rejuvenating the country.The country attaches great importance to talent work and talent resources.In 2003,the Central Committee of the Communist Party of China and the State Council held the first national talent work conference,and for the first time proposed the strategy of "strengthening the country with talents".In 2016,the Central Committee of the Communist Party of China issued the "Opinions on Deepening the Reform of the System and Mechanism of Talent Development",which is a major change in the history of talent work.Unleashing the vitality of talent innovation and entrepreneurship has triggered a new round of talent introduction around the world,and the competition for high-level talents has intensified.As the non-central urban area of Jinan City,District J,on the premise that the geographical location is not dominant,combines its own resource endowment,industrial structure and actual talent work,implements the "talent-driven strategy",attaches great importance to the work of attracting and retaining talents,and formulates and promulgates A series of talent policies,in recent years,talent work has achieved certain results.However,compared with developed areas and neighboring counties and districts,there are still many problems and deficiencies in the introduction of high-level talents.This paper uses human capital theory,demand hierarchy theory,talent flow theory,government executive power theory,etc.,and conducts research through literature analysis,investigation and comparative analysis.By analyzing the present situation of the introduction of high-level talents in J District of Jinan,combing the countermeasures and implementation effects,analyzing the existing problems and causes,and collecting local literature and materials,summarizing the advanced experience of other regions in the introduction of high-level talents,this paper puts forward some countermeasures and suggestions for the introduction of high-level talents in J District.Firstly,this paper analyzes the current situation of high-level talents introduction in J District of Jinan City,and fully studies the main countermeasures of high-level talents introduction in J District in recent years,such as issuing a number of policies,building a platform carrier and optimizing the development environment.Through these measures,remarkable results have been achieved in the introduction of high-level talents,the quantity and quality of talents have been greatly improved,the talent policy system has been more perfect,the carrying capacity of talents has been significantly enhanced,and the talent development environment has been continuously optimized.However,compared with other regions,there are also some problems in the introduction of high-level talents in Area J,such as the mismatch between supply and demand,the inability of high-level talents to stay,the impracticality of high-level talents introduction policies,and the inadequacy of service guarantee measures.This paper analyzes the causes of these problems,which are mainly due to the insufficient fit between talent planning and industrial structure,the insufficient attraction of high-level talents policies,the insufficient carrying capacity of platform carriers,and the imperfect service system for high-level talents.Then,by analyzing the specific practices of Binjiang District of Hangzhou,Yinzhou District of Ningbo City,Laoshan District of Qingdao City and H District of Jinan City,the typical experience is analyzed and enlightenment is gained.On this basis,from the aspects of promoting the integration and development of industry and talents,perfecting the policy system of introducing high-level talents,strengthening the supporting role of platform carriers and providing high-quality development environment,this paper puts forward some countermeasures and suggestions to improve the introduction of high-level talents in J District. |
