In this paper, no direct conflict of interest situation is chosen as the object of study. Through the selection and analysis of relevant cases, this paper not only separately elaborates on the type of the participation groups, the psychological characteristics and the behavior selection in no direct conflict of interest,but also in-depth dissects the disposal of a conflict of interest groups by the Government, particularly of a no direct conflict of interest event. It points out: whether or not the Government acts in effect, demands for the interests by the actually participation groups and forms of expression has a direct correlation. In order to alleciate the contradictions and conflict in benefits of groups, to build up a harmonious society, in scientific and democratic governance concept the Government must re-positioning their own functions, standardize government behavior and build a service-oriented government.
