The transition from the central planning economy to the market economy and the government's devolution to higher education jointly enable colleges and universities to be gradually become independent entities. The personnel system reform among higher learning institutions in China further protrudes the problems involved in the allocation of human resource. On one hand, to advance allocation reform of human resource is an inevitable choice for colleges and universities and there is no way back, because differences among them in nature lies in the human resource they own and competitiveness among colleges depends on the optimization of human resource allocation. On the other hand, a new situation emerges in pushing forward the reform in human resource allocation among colleges and universities in the market economy. The restriction on government's public financial investment, the inducement of personnel strategy in higher education, the flow of human resource among different colleges, the competition for talented people, the contradiction between the vested interest framework and improvement of allocation efficiency of human resource of each individual college, all make it necessary to review human resource allocation among these institutions to improve its allocating efficiency. This dissertation makes a systematic study on this topic theoretically and practically.This dissertation analyzes the definition of human resource allocation of high learning institutions, illustrate and analyzes human resource allocation of high learning institutions abroad, discusses the bases and definition of choosing progress index practically, construct comprehensive multiple index analyzing method and hierarchical index system which reflect the development of higher learning institutions, and calculate and analyze human resource allocation of several colleges. By calculating DEA efficiency evaluation models of financial school and school of politics and law, it proves the forecasting property of human resource allocation efficiency of higher learning institutions in practice. Lastly, the dissertation raises the way to reconstruct market and theory human resource allocation, which let market and theory control human resource allocation and put forward advices to let government control allocation activities in certain extent. The character of this dissertation is that it not only pay attention to theoretical analysis of human resource that it not only pay attention to theoretical analysis of human resource allocation of high learning institutions, but also operable research which is from practice and can direct practice.
