Scientific and technological talent resources of universities have become one of the most important wealth of university's realistic operation and future development because of its enormous creative potentiality of knowledge. Scientific and technological talents in the university is the most vivid carrier of knowledge, the subject of fulfilling three basic functions, is the behavior undertaker of teaching and scientific research, so it is the important strength of training high-level talents and improving the quality of education, the main force which develops economy, and serve for the society, the mainstay that let a university develop and historical mission be accomplished. The allocation efficiency of Scientific and technological talent resources of a university is the decisive factor that influences the benefit of the university's scientific research, the development of the university's science and technology, and the development of social science and economy. In a university where scientific and technological talent resources concentrate it has become an urgent problem for a university's scientific and technological administrators to solve that how to allocate the Scientific and technological talent resources to mobilize scientific and technological talents' activity and creativity and form active and innovatory research group in order to let out the enormous scientific and technologic priority and potentiality not released out yet. This paper attempts to investigate in an all-round way current distribution situation of scientific and technological talents in key universities in Hubei. According to the special historical mission which universities bear now, this paper analyzed how to improve the distribution efficiency of scientific and technological talents in key universities and set up corresponding assessing index system and model of distribution efficiency of scientific and technological talents. On this ground, this paper discussed the countermeasure and approach to advance the optimization of scientific and technological talents' allocation in key universities in Hubei and improve its allocation efficiency.
