| The rapid development of private education causes the unfair allocation of educational resources and the mismatching of educational resources to a certain extent,and also affects the efficiency of educational resources allocation,thus resulting in the waste of educational resources.Based on this,this study selected Chongqing city involves the public "" people policy area as the study area,first of all,Chongqing people " public" profile and descriptive analysis of the current education resources allocation of the study area,based on the research data to establish a healthy distance model of regional education resources,in order to observe the study area in recent years,changes of education resource configuration mismatch degree;Secondly,DEA model is used to evaluate and calculate the regional allocation efficiency of compulsory education resources,and then Tobit model is used to verify and analyze the influencing factors of the allocation efficiency of education resources.Finally,the research results are obtained and feasible and scientific implementation plans and countermeasures are put forward.The results show that: first,in terms of the characteristics of time evolution,the mismatch decreases slowly from 2014 to 2018,and increases slightly from 2019 to 2020.Secondly,in terms of the characteristics of spatial evolution,the spatial mismatch of basic education resources in Chongqing has been in the stage of low mismatch on the whole.However,there are obvious differences in the allocation of educational resources among different areas in Chongqing.High-quality education resources in Chongqing are concentrated in the central part of the main urban area.Compared with the northern part of Chongqing,the southern part of Chongqing metropolitan area is deficient in educational resources.Third,the efficiency of educational resource allocation is analyzed from three aspects.First,from the perspective of comprehensive efficiency,the resource allocation efficiency of primary schools in Chongqing’s 11 major metropolitan areas fluctuates slightly from 2014 to 2020,showing an oscillating decline,while the comprehensive efficiency of junior middle schools fluctuates from 2014 to 2018,and gradually rises from 2018.Overall comprehensive efficiency of junior high school is better than that of the comprehensive efficiency of primary school,the second is from the pure technical efficiency,pure technical efficiency elementary school is in a state of shock rise,the pure technical efficiency of junior high school is in a state of shock down,finally from scale reward,the size of the primary school in most of the remuneration is diminishing,the scale of the junior middle school pay for the same on whole,taken together,The comprehensive technical efficiency of primary school and junior middle school is affected by different aspects.The low pure technical efficiency of primary school directly affects the total technical efficiency,while the low scale efficiency of junior middle school directly affects the total technical efficiency.Fourthly,the allocation efficiency of primary education resources is mainly affected by the input of teachers and general public budget funds,while secondary schools are mainly affected by the input of per student education.In the process of implementing the policy of "transforming from private to public",it is necessary to reduce the mismatch of educational resources and improve the efficiency of educational resources allocation in order to further develop urban compulsory education. |
