In 2007, the areas of Changzhutan, as the economic development leader in Hunan province, got the major projects of "Two-Type Society-based" comprehensive reform pilot area. At present, the Changzhutan region's economic integration process has reached a considerable level. Historical development experience has shown that integration of talent development is the support and security forces of regional economic integration, but in the Changzhutan region, the development of human resources integration has been at a lower level.With the gradual deepening of the rise of central China and the integration of the economic in Changzhutan region, the integration of human resources development has a certain advantage of the conditions. But it is undeniable that the late start, slow development, and the phenomenon of brain drain has also become a serious problem to the integration of talent development. For more than five years, Changzhutan governments had taken various measures to promote the integration of talent development; three of the city's personnel systems gradually become integrated. However, the old concept of local public decision-making, lack of Long-term strategy in talent development; lack of legal personnel management of public resources; the existing administrative system and mechanism for the development of human resources hinder the deepening of integration, as well as the extent of the talent market is not high, restricted the development of the Changzhutan talent integration, seriously hindered the development of human resources integration.The integration of talent development is the core power of the integration of regional economic, as well as an important intellectual support and guarantee mechanism. To achieve the aim of integration of talent development in Changzhutan, first of all, the Government should update the concept of qualified personnel; establish the concept of major talent; make clear that talent is important in the economic development of Changzhutan. Second, in the strategic planning of integration of talent development, the cities should actively develop industrial clusters, and optimize the talent market and promote the flow of talent, make advantage policies to attract foreign talents, at the same time increase the development of local talent. Third, in the policy-making process, the cities should overcome selfishness, make the overall situation in mind, and develop the public police from the integration of the talent planning, talent market and talent policy. Finally, in the implementation process, it is necessary to adhere to people-centered, deeply implement the scientific concept of development, and create a good environment for the development of talent.
