Li And Miao Ethnic Minorities In The Management Of Family Planning And Countermeasures

Hainan has controlled its birth rate at a relative low level, the population of Hainan province is 8.4926 million and among those 1.4718 million are Li and Miao Ethnic minorities according to "Hainan statistics almanac 2008". Administration quality and level of Family planning of Hainan province is in a backward situation behind most other provinces of the whole nation with an obvious indication on matters of short periods of low birth rate with hard maintenance, people's concept of birth is against the family planning policy, relatively poor management and service performance, imbalance sex ratio of new birth population, especially the increasing potential birth in Li and Miao ethnic resident area, daughters families without contraceptive measures are on increase, illegal birth cases growing against the stabilization of low birth rate.It's essential to carry out the plan by applying modern administration and intensive study on family planning, the combination of Hainan ethnic Li and Miao bith features and family planning administration. Therefore, this thesis is a research on family planning administration of Hainan Li and Miao ethnic minorities, to seek efficient solutions through management angle by practice analysis, improve the working quality and level on family planning of Hainan province, push the development on economics, society, resource and environment in overall, hamonious and sustainable way. By collecting and studying related document database, do field research and analyse local government policies, birth culture and present administration situation of Hainan Li and Miao ethnic minorities family planning through survey, interview and logic induction to conclude the measures that can improve efficient administration.The study indicates that the family planning administration of Hainan Li and Miao ethnic region exists some main problems so far on loose examination of birth, unsevere punishment on illegal birth, poor service on prepregnance and pregnance, unvalued incentive rewards for good performance, hard materialization on the reward, these problems shown on aspects of administrative law enforcement, comprehensive control and implement the incentive rewards policy. The reasons of occuring those problems are target set unscientificly, some staff unqualified, less strength of implementing and limited financial support. To solve the problems, bith policy should be adjusted scientifically, build up and complete target management system, guarantee mechanism for the operation and benefit guiding system, enhance the guidiance, supervision and investigation on family planning administrative law enforcement to Li and Miao minorities, intensify the pregnance monitoring, improve services and family planning administration quality and level of Li and Miao minorities region.
