In this situation, the universities located in Shaanxi province also face the same challenge. So, the problem of bank loan of the universities needs deep-going study to seek the more scientific approach to solve this problem according to the change of situation.Aiming at this hot spots, the paper analyzes the present situation of loan of both the foreign and domestic universities including the universities in Shaanxi province, summarizes the feature of the loan of universities in Shaanxi province, which is characterized by economic overgrowth, too short time limit for the payment of the loans, mainly credit and high concentration. According to the related policy and research results, the paper studies the main problem existing in the loan and the reasons behind it. The main reasons include the a great number of universities, large demand for the fund, the local backward economy, the shortage of the fiscal fund, the single financing channel, impure funds control etc. Finally, after learning the experience, method and measure from universities in other provinces, the paper analyzes, summarizes from four aspects:government, educational authorities, universities and bank respectively, points out that the government should increase the investment for high education, establish and improve the supporting system of financing for the universities, perfect the policies and regulations of educational input, help the universities solve the debt crisis actively. Administrative department on education should make the scientific and reasonable high educational career plan, establish and improve the measures such as Warning system of financial fee in universities. The results and measures of this paper may offer some reference to solve the problem of loan of the universities in Shaanxi province.
