| Since the expansion policy in 1999, higher education has undergone a historic change in China and embarked on the path of development: from the elite stage of higher education to the popular stage. Software and hardware building need lots of huge financial support with the growing scale of colleges and universities. Facing both the situation of urgent need of funds and the insufficient investment of the Government, loaning from banks has became a realistic choice for many colleges and universities. So it is an important way to solve a serious shortage funding of many colleges and universities from banks. The liability school becomes an important character of higher education in our economy reforming process. In this macroeconomic background, Inner Mongolia collages and universities also choose this"important way"and reflect this"important character"in practice. In recent years, with a large number of colleges and universities have entered the peak period of repayment and the global financial crisis is growing strongly, the liability school is concerned by all walks of life. Most people focus on the amount of liabilities, effects, causes, risks and measures.Based on the above, take rationally regards the Inner Mongolian university liability school and the solution as a primary intention; take promotes the Inner Mongolian university sustainable as the goal; take the correlation theory policies as the support; also the academic has been done from some researches, this paper takes the present situation of Inner Mongolian liability school as the breakthrough point and finds the main matters. From the macroscopic background, it also analyses the origin and concludes contents while elaborating the moderate liability scale of principle and method. Then from the point of government support, bank guard, university construction, the paper proposes the corresponding strategies and measures to the Inner Mongolian liability school risk.
