With the popularization of higher education and the implementation of cost-sharing mechanisms;low-income families are unable to withstand the increasingly high cost;The fact that there are more and more undergraduates in need of help has an impact on the construction of a harmonious society in China.Although the Ministry of Education,Ministry of Finance and other ministries have established an"award,loan,assistance,filling,reduction" funding system for undergraduates in accordance with China's actual conditions, and the system has played an active role in the settlement of tuition fees for undergraduates, there is also an obvious defect;that is the system focuses on post-school funding.although Education Savings,a future means of assistance,which has the function of pre-financing;failed to play its role fully for the reason of the short promulgated time,terms of imperfections and many problems in implementation,. Therefore,improving our existing education savings policies,so as to solve the funding issues of low-income families for higher education is of great practical significance.On the basis of straightening out and reviewing the development of China's current education savings policies, this paper analyzes the problems in implementation and points out the shortcomings of policies;from international comparative perspective, by conducting a systematic analysis of the United States and Canada Education Savings Plans,combined with the reality in China,puts forward the principles and concrete measures to improve our education savings policies. Aims to establish and improve pre-school funding system for undergraduates,while matching the existing funding system,commonly protect the rights of children in low-income families to accept higher education,by making a better use of its advantage;increase our sources of funding for higher education to promote its development, thus contributing to the building of a harmonious socialist society. Features and innovations of this study are:â‘ using of education economics and other related theories to systematically analyze China's education savings policies,compared with similar studies,the perspectives of this study is latest.â‘¡comprehensive introductions to American education savings plans and Canada's "Registered Education Savings Plan".On the basis,this article has an in-depth study of them with the perspective of international comparison, which is rare in similar studiesâ‘¢there is a reality that China's current financial aiding system for undergraduates focuses on the post-school funding,this paper think that the improvement of education savings policies will help establish a complete aiding system for undergraduates;for the first time it puts forward the perspective that pre-and post-school funding are equally important;tries to establish and improve pre-school funding system.
