Chinese education savings is the strategic decision that China made to promote the development of education according to the concept of rejuvenating the country through science, its policy of preferential measures to encourage household savings. During the eight years that the Chinese education savings has been carrying out, it acquires definite achievement, at the same time, it also faces a series of problems. How will the education savings develop in the future? It is worth thinking.This article uses the method of literature research, comparative study and field interviews, tries to investigate the education savings system systematically and roundly, and re-examines the education savings system in the perspective of asset-building.Through the study of assets theory and the literature of education savings, learns the perspective and methods of how to observe and invest the problem from Canada, and gives a further study of the Chinese education savings' development,status quo and existing problems; It also focuses on the comparison research between Chinese education savings and Canadian education savings which based on savings mechanism, benefit mechanism, participant, procedures, execution effect and supporting services, deeply grasps the deficiencies and inadequacies of Chinese education savings; and it analyses the effect of assets of education savings. The research mostly finds that Chinese current education savings dose not meet the original design goals and dose not reach the asset effects, but its political significance can't be replaced, it still has huge development space. So we should learn from the Canadian education savings' system design, in order to re-enliven Chinese education savings policy, and contribute to the development of education.Major structures in this paper can be divided into four parts, the first chapter is introduction, it is mainly about the research background and research literature review; the second chapter researches the development and problems of Chinese education savings; the third chapter investigates Canadian education savings system, and compares the education savings system between China and Canada; the fourth chapter is conclusion and discussion.
