Along with the society's rapid economic development, in the twenty-first century, the society has some new changes of the demand on the personnel structure. Development of vocational education is of urgent need for promoting industrialization and modernization. The basic task of vocational education is to train qualified personnel. The fundamental task determines the need to implement to occupational activities, labor process-oriented teaching process, scientific and rational choice teaching organization based on this. However, what kind of cooperation model that vocational education should take and how can the education better promote their own development and make a greater contribution for local economy, became an important concern for further research.This article is an application research which is in compliance with the public administration, education, and other academic standard, generally uses systematic analysis method. In this framework, the application of this article provides a wide range of research methods, such as the specification analysis and empirical analysis, combining qualitative and quantitative analysis, etc. The full-text is divided into five chapters. Chapter one primarily describes the research background and significance, related titles for the definition of the concepts, the major research methods and techniques. Chapter two describes the profiles of domestic and international cooperation of vocational education, around the school-based vocational education figures and main content, Foster professional education theory as well as other countries related to the theory and practice for the literature review in a chronological order in related theories. Due to the relatively late starting in our extensive vocational education, the theoretical research is just at the beginning. Therefore, this article puts forward many scholars'views from the perspective of existing problems and suggestions. Finally, on this basis, the paper made a quick literature review and put forward the systemic approach of the full text. Chapter three is a case study of H Vocational College. Through questionnaires and depth interviews, the research inferred the existing problems in Cooperation of higher vocational institute and enterprises. Chapter four analyzes some typical models of the cooperation of higher vocational institute and enterprises in foreign countries and draws some lessons and inspirations. Based on the preceding analysis, Chapter five proposes some innovative cooperation models for pathway choices from the two aspects:cooperation model innovation as well as the security mechanism.
