Cooperation between institutes and enterprises can make use full of educational resources of institutes and enterprises; the purpose is to cultivate high-quality personnel. Cooperation between institutes and enterprises is the basic features of higher vocational education and the main mode of the higher vocational institutes both at home and abroad. Increasingly, economic development depends on education. States pay more attention to Cooperation between institutes and enterprises . Actually, after 30 years, cooperation between institutes and enterprises has made great achievement. However, problems such as the enthusiasm of enterprises' participation in vocational education in China is generally not high, it has been a great constraint on our cooperation between institutes and enterprises. Somebody think that if we strengthen the incentives to enterprises, we could solve the problem of school-enterprise cooperation. In fact the enthusiasm of enterprises' participation in vocational education in China reflects deeper problems of our vocational education.In china, government is responsible for the development of vocational education and become the only motivator for the cooperation between institutes and enterprises. Government takes the administrative measures to incentive enterprises and vocational institutes to cooperate. And some security system is missing. This paper makes an analysis of the incentive problem of vocational school-enterprise cooperation from three aspects, main motivation, interests and the system, the purpose is to make the implementation of the cooperation between institutes and enterprises better. This essay can mainly be divided into four parts .The first part is the basic theory of cooperation between institutes and enterprises and analytical framework on this issue. The second part is to analyze the problems and the causes of our vocational education school-enterprise cooperation. The third part is to introduce the experience of foreign countries those with well-developed vocational education, the last part is to put forward to some strategies for the existed problems in cooperation.
