Along with the deepening of reform of higher education, "execution" is also introduced to the field of educational.administration.However, from the current situation of the colleges and universities operation, the implementation of power is low is becoming a black hole swallowing the management of a number of colleges and universities.Affecting the implementation of power factors are at a personal level,or at an organized level.This article from the level of the organizational structure to in-depth excavation.
