Community Building, Local Government And The Analysis Of The Relationship Between Community Self-government Organizations,

In China, along with the transition from traditional planned economy to socialist market economy and the deepening of political restructuring, the previous government management mode characterized as monopolizing everything by the government and "Danwei", could no longer meet the economic and social development needs, as a result of which, certain functions of government and Danwei are being transferred to society, and Community Building is put on the agenda. Since the Community Building are started and guided by the government, the government still plays a vital role in the community. As to the grass-root government, it plays the role of guidance and service, coordination and supervision. However, the goal of Community Building is to achieve community autonomy and positively promote the government's work by realizing the involvement and assistance functions of community autonomous organization.In the process of Community Building, whether or not the positive interaction mechanisms can be formed between the grass-root government and community autonomous organization, has a great to do with not only reducing government costs and increasing micro social management efficiency, but also improving grass-root socialist democracy and the relations between people and the CPC and the governmentSince China carried out Community Building in 1990s, some positive experience is gained in the practice in some areas concerning improving the roles of grass-root government and community autonomous organization. But on the national level, there are still many problems to be solved, which are also the important issues in the theory study and practice of Community Building.Based on laws and regulations, this paper discusses about the ideal relationship between grass-root government and community autonomous organization. And it also expounds on their existing relationship by analyzing general relating materials and doing case study, and then it summarizes the problems of the existing relationship. The problems include:grass-root government's taking over of the autonomous affairs and dislocation and vacancy of the government service; poor functioning of community autonomous organization; malfunction of relationship mode because of lack of differentiation. Based on the above mentioned problems and causes, this paper puts forward the ideas and measures to solve the problems after reviewing relevant theories and learning from the experience of other countries. The ideas and measures include:deepen politic system reform, and rationalize the relationship between grass-root government and community autonomous organization; institutionalize government investment, and gradually build a multichannel community development financing mechanisms; planning, guidance and service coordination should be given to grass-root government in accordance with the requirements of building a service-oriented government; strengthen citizen's sense of community participation and smooth channels of public expression; follow the principle of tailoring measures to suit local conditions, and build differentiated multi-relationship mode.
