On Urban Community Autonomy In The Transforming Period: Self-Organizing Outside The Executive Power Boundary

This article is a positive research of urban community grass-root organization in China at present, the goal is to clarify two interdependent questions: the first is whether there is the urban resident autonomy in our community;the second is try to limit the scope of this autonomy, if the community autonomy really exists, that is, what is the community autonomous boundary? Generally speaking, the academic research on Chinese urban community autonomy at present has two directions: one, use the western national regional (community) autonomous theory for reference and refers to its regional (community) autonomous practice, trying to do some theoretical research on our urban community autonomy, at the same time, propose our generation condition, the development way and the ideal shape and so on;Two, based on the inspection and the analysis of the role and function of our urban community, especially, the committee of the community residents', we can try to make the substantive judgment, and we can make the decision that the resident autonomy does not exist in our urban community, the community is only the basic unit which the state uses to govern, control the urban basic unit society, as well as construct the basic political power. This article hold the opinion that, at present, the Chinese urban community inhabitant autonomy (self- organization) was already an objective reality, but the scope (domain) of this kind autonomy (self-organization) is still limited to the surplus domain of national executive power, or the self- organization of the inhabitants which is outside the executive power boundary. To be concrete, this article mainly includes:The first part mainly illustrates some basic situations of this research (the origin, significance, method, material, data source of research and so on), and it explains some basic concepts involved.The second part reviews some domestic and western-related research literature, proposing its own analysis frame and theory supposition, it constructs the theoretical model which is used to analyze and appraise the situation of self- organization of urban community autonomy.The third part first elaborates the present growing situation of grass-rootorganization of urban community autonomy, then objectively describes the developing situation of urban community autonomy by analyzing of questionnaire survey data and case study, it discovers the present situation of community autonomy through this analysis.The fourth part concludes and reconsiders the basic conclusion of this research, it discusses the difficult developing situation of the present community autonomy, and suggests related policy, finally it makes some explanation to the limitation of this essay and some questions which are worth of further study.
