Research On The Operation Mechanism Of "the Interaction Among The Community,social Organization And Social Work Team" In Community Governance

Since the reform and opening up,China’s social structure has changed,and social problems have become increasingly diversified and complicated.And the original grassroots governance model "unit system" gradually disintegrated,unable to adapt to the new era of change needs.Community,as the basic constituent element of society,assumed various functions of the "unit system" after its disintegration,forming the "community system",it laid a foundation for the emergence of " the Interaction among the Community,Social Organization and Social Work Team ".Under the background of the CPC central committee’s proposal to innovate the social governance system,enhance the capacity of social governance,and build a social governance system featuring joint contribution,Shared governance and Shared benefits.As the latest localized practice of community governance in the field of social work in China,the model of " the Interaction among the Community,Social Organization and Social Work Team " has been valued by civil affairs departments at all levels and become an important means to improve the level and capacity of community governance.In 2013,Beijing started the exploration of " the Interaction among the Community,Social Organization and Social Work Team ",and carried out the pilot work of " the Interaction among the Community,Social Organization and Social Work Team " in Chao Yang district in 2013,and then extended it to the whole city.During the summer vacation in 2018 and 2019,the author went to L social work agency in Chao Yang district to collect the cases of " the Interaction among the Community,Social Organization and Social Work Team ".Ethnographic fieldwork was used to obtain comprehensive data from government departments,communities,social work agencies,social workers and other subjects.Description and summary level under the influence of the government,civil administration,social workers,community residents’ committees,social work organization in the " the Interaction among the Community,Social Organization and Social Work Team" between each other relations,operation strategy,mechanism and operation conditions.This paper divides the project process of " the Interaction among the Community,Social Organization and Social Work Team " into three stages for analysis and exploration.In the bidding stage,it is found that civil affairs departments will adopt top-down control strategy to control the implementation of " the Interaction among the Community,Social Organization and Social Work Team " project,while streets and communities will evolve bottom-up anti-control strategy to resolve it.Social work agencies rely on civil affairs departments to cater to them in ways such as bureaucratic project systems.During the project implementation phase,social work institutions work on the basis of cooperation and professional logic,using professional methods to carry out activities.But there are also practical difficulties in the process of development.During the evaluation period,summarize the action strategies of different action subjects in the evaluation and acceptance stage.Under the influence of street and community,there is a certain elastic space in the evaluation.Finally,optimization strategies and Suggestions are put forward for the problems in these three stages.
