Analysis Of Collaborative Governance Mechanisms Of The Government And The Autonomy Of The Urban Community

After 30 years of reform and opening up, Chinese society has undergone tremendous change, which depth into all of aspects of society.In this transformation, the urban community governance as a new discipline, urban communities construction and management becomed one of a concerned in today's society.Scholars in and abroad accordanced with the relationship between the Government and the community divided into three kinds of community governance model,they are government-led model of community self-government model and mixed-mode.Therefore, urban communities, government and community self-governance is inseparable from basic management of these two subjects.China's urban community development started relatively late, but it developed rapidly. Along with the socio-political economic system reform, regional management in urban communities continue to try to establish suitable for urban community development in this area of autonomy. Government, as one of the main community-based management in the community management play a very important role, and has made very significant achievement.However, due to economic problems in the process of institutional transformation and traditional cultural practices and other factors, in practice between the government and the community self-government there are still many problems.Government's excessive intervention in community-based organizations, and community relations imbalance,At present, China's urban community building is still mainly rely on the government putting in a lot of manpower, material and financial resources, so the government mainly controls the organization and management of urban communities, urban communities, the work is often carried out with a strong executive colors.Community Neighborhood Committee in practical work has become a subordinate government agencies, the functions of the corresponding office is set up with the street, in the economic and management attached to the street offices,all these factors make urban communities can not effectively exercise of democratic self-government functions.China's "community neighborhood committee Law" which provides that a resident self-organization is not a government organization,it is the mass, grass-roots and self-governing organization.From a practical point of view, existing community neighborhood committee was also unable to separate the real as an autonomous organization, continues to bear a large number of grass-roots organizations of government responsibilities.From the practical point of view of Community Development to establish a fully independent community self-government is unrealistic and self-government administration and community collaborative governance mechanism is in line with China's actual conditions of community governance.To establish a government administration and community self-governance mechanisms should be synergistic to correctly handle the relationship between the Government and the neighborhood.Clearly the Government and the neighborhood should be a guiding and being guided by the relationship, rather than any affiliation,According to this principle, reform and regulate the government's behavior, to reposition neighborhood committees in urban communities to rebuild this relationship, truly realize the interaction.In this paper, we drawing on domestic and international advanced experience of community self-government in practice,analyzing the problems in the community self-government,attempt to establish self-government administration and community collaborative governance.
