University is the study of workplace, preaching Tuition of places, the country’s place. The mission of University is to spread knowledge, training the innovative scientific research personnel. Development of the University is inseparable from own logic: academic freedom and academic autonomy. And Now, the development of the University has deviated from logic, the reason is "administration" of universities eroded. Government College "tube too much," the university lack of external competition, the University president rank system, executive power squeeze academic power, stakeholder ’s rights are not guaranteed, and so on. In order to explore the university "De-administration" of the road, this paper analyzes the process of domestic university governance structure changes along the axis of the main line. The analysis revealed that the "administration" is always accompanied by an important issue of university governance structure. Our long-established "the official government-run pipe" university governance structure to strengthen the "administration" university, "De-administration" universityin turn to further consolidate the existing governance structure. Under historical inertia, The system of rigid and the impact of socio-economic environment of historical ins titutionalism, Chinese universities formed "administration" governance structure.University governance structure "administration" issue focused on power relations, which is the most important issueis administrative power and academic power imbalances and even conflict. The root cause of produce "administration" is: "official position" ideological rigidity, lack of autonomy in universities, the University of internal bureaucracy followed, university function under the cart before the horse, and missing competitive under the market economy,Several domestic universities has done lots of explorations abou de-administration reform, Southern University of Science and Technology Council system, the reform of the personnel system at Shenzhen University, Jilin University, the University of constitution building, these reform establish a example for the de-administrationMeanwhile, the United States, Germany and Japan for the reform of the governance structure of the university, but also for our universities "De-administration" offers inspiring suggestions: First, we must respect the authority of the governance body of academic universities, academic-oriented firm educational philosophy. Second, the law or the Articles of Association of the University of each file as a normative constraints of power relations. Third, the establishment can be effectively separated from the executive power and academic power of rules and regulations, from both institutional power relations statute. Fourth, through establishment of the College Board, and fully mobilize university stakeholders to actively participate in university governance, democratization university decision-making.Chinese universities "De-administration" governance structure has its own constituent elements: the concept of governance, university regulations, requirements and innovation, future development, governance contradiction. Based on university "administration" governance structure changes, as well as "De-administration" practical research on university governance reform at home and abroad, our university to build a "De-administration" governance structure must be following aspects: Transforming Government functions, straightening out the relationship between the government and universities, the establishment of service-oriented government; try to build the College Board, increase stakeholder participat ion, democratic decision-making; the establishment of professional social int ermediary organizat ions, the introduction of market competition, promoting reform; implement university principal Selection mechanism to achieve school educators; building an effective selection and incentives professor; establish academic council, strengthening university academic autonomy.
