Performance management's main function is firstly to distribute the strategic goal to different departments and the staff, and then improve the performance of the enterprise by administrating and improving the performance of the staff. With our country's entrance to the WTO and the acceleration of the world's economy globalization, the ports have gained rapid development. So there is a need to introduce the performance management theory to the port enterprises to enhance their administration. Under the background of the Xiamen Port's boom, and the increasingly hot competition among the container port enterprises, the paper is concentrated on the research of performance management in Xiamen Haitian Container Terminal (XHCT). We combined the performance management theory with the actual situation of XHCT, and implemented full performance management in the company to solve the existent problems in its HR administration.On the basis of the analysis of the need of performance management and simple statement of the relative theory, we put forward the idea to introduce modern performance management theory to the company's HR administration in the paper, to further strengthen its advantage in the competition. For XHCT as a port enterprise, we firstly analyzed the characteristics of its production, and made deep investigation in different port enterprises of their performance management all over the country. After research and summarization of these examination measures as well as XHCT's condition, we illustrated the principles for the establishment of the key index in performance management in port enterprise, and advanced the proposal to construct Staff Value Assessment (SVA) System in XHCT.Because of the present organization structure and staff situation in XHCT together with its recent transformation and market environment, we started our work with how to solve the four questions in different individual posts. In light of the KPI theory, we chose four systems as the key parts of the SVA system in XHCT, namely the Post Supervision System, Qualification and Quality Control System, Performance Management System and Salary Administration. System. After the optimization of the company organization frame and operation flow, full practice of performance management by establishment of the KPI System as well as the newSalary System that is closely related with the staff's performance, career programming and training of concept, knowledge and techniques, we finally established the SVA System in XHCT. With the execution of the system, we can see that it's brought a new look to the company's organization structure, operation flow, posts setting and salary system.At last, on the basis of BSC theory, we compared the accomplishment of the KPI of XHCT in 2004 in finance, client satisfaction, inner flow and staff study with it did in 2003, and got the conclusion of the effect of XHCT's execution of performance management. The result we got showed that the establishment of SVA System in XHCT is practical and effective to improve its HR administration and competitive capability.
