Research On The "Market Procurement" Type Of International Trade Based On "Yiwu Pilot"

In the process of China’s reform and opening up, the country especially in the eastern coastal areas gave the birth of a large number of professional market.Due to the accumulation of a large number of similar products which are different in grades, specifications, style, brand,these markets formed a distinct scale economy, scope economy effect, gradually becoming an open procurement platform which is the most direct in channel, the most concentrated, the most abundant in species of products, the most reasonable in price,to attract more and more international customers in the market to purchase goods for export, and gradually form a type of international trade of "Market procurement",which is different from the traditional ways such as general trade, processing trade, which is from the professional market-this circulation rather than the upstream production links to purchase goods for export.This International trade born in the process of the internationalization of professional market, play an important role in the prosperity of the professional market, expansion of commodity export,development international market,etc. However, for this unique international trade export,China’s lack of foreign regulatory policies, ways,and supporting service measures which is purposeful and adaptable,and then make it dilemma of illegal, which seriously affected its healthy and sustainable development. Therefore, to enrich the theory of international trade, the guidance of trade policy making, to promote the internationalization of professional market, to study in deep in the mechanism of the birth, the evolution, the policy bottlenecks and the solution of this international trade is of great significance.This paper, based on the approve of the State Council in the end of March 2011 to develop "the Zhejiang province Yiwu city comprehensive reform of international trade"(hereinafter referred to as the "Yiwu pilot") in Yiwu which is location of the world’s largest small commodity wholesale market,around the core content(studying the establishment of a "market purchasing" new trade method)of "Yiwu pilot" overall scheme,elaborated the connotation characteristics,development process, business process, system and mechanism and policy framework of the "market purchasing" new international trade method. In order to match with the "market purchasing" international trade method,“Yiwu pilot”is dedicated to promoting comprehensive reform including the customs clearance, commodity inspection and quarantine, taxation policy, foreign exchange management policies, business regulation and other areas, so as to greatly improve the efficiency of export goods from Yiwu, lower the foreign trade business cost and improve the commodity traceability. At the same time, through the construction of the administrative management system and urban comprehensive management system which is more adapt to international trade, it will make the market trade and foreign trade in progress together in a more orderly and efficient administration and city system,reduce the transaction cost due to the problem of mismatching administration, low running efficiency, poor urban environment and so on. However, because of the specificity of "market purchasing" international trade method in participation, commodity structure, transaction process, tax collection and others, and the existence of large inadaptability with the China’s current foreign trade supervision system,the reform and innovation of many policies also relates to the adjustment of laws and regulations,it takes a long time to construct the corresponding regulatory policy system of foreign trade, the public service platform, sector coordination mechanism and others,and is still relatively difficult task.Basing on the characteristics of "market purchasing" international trade method such as transaction subject, object, mode of payment, logistics mode, tax matters,it needs to focus from the main business management, customs supervision policy,the inspection and quarantine administration policy, taxation and foreign exchange management policies, foreigner management policy of public service and other aspects to comprehensively deepen reform and innovation.
