Staff as the main part of the operation of the coal mine enterprises, plays a decisive role during the safe production of coal mine enterprise. Therefore, It has a very important role to regulate the behavior of staffs and improve the management of staffs behavior for improving the situation of safe production for coal mine enterprise.Based on the detailed analysis of relations between coal mine enterprise and staffs, considering staffs’ ability in task of production and safety, this article sets up the principal-agent model to analyze the influence of staffs’ ability to the coal mine enterprises’ reward level and the degree of the staff’s effort level: the reward level of coal mine enterprise, effort levels of staffs and the tasks’ relative excitation intensity is correlated positively with staff’s ability. Further, on the basis of considering the risk attitude of coal mine enterprise and staffs, this article established the principal-agent model of coal mine enterprise and the staffs under the risk aversion attitude to analyze the influence of the staffs and the coal mine enterprise’s risk aversion attitude to the coal mine enterprise’ reward level and the staffs’ effort level. Study found that the degree of risk aversion for coal mining enterprise is correlated positively with the reward level of coal mine enterprise and the effort level of staffs; the degree of risk aversion for staffs is correlated negatively with the reward level of coal enterprise and the effort level of staffs.
