Research On Supply Mechanism Of Participatory Rural Public Goods

The current supply of rural public goods in our country, is the supply of "top-down" system, more inclined to administrative imperative way of supply, the government entities in all levels in the public goods supply are main from their own interests, it is hard to avoid a few ‘image projects’. The supply system, on the supply decision-making, lack of the participation of farmers in such aspects as funding and supervision, inefficient supply, insufficient supply, structural imbalance between supply and demand, the existence of a series of problems such as heavy burden on farmers. Said the supply of rural public goods is not simply rely on the body of the diversified supply can solve the current problem; it needs to be built in many ways, establish a new model different from the current rural public goods supply system. the domestic and foreign scholars study on rural public goods supply in China found that although many scholars put forward that the problems existing in the current system of rural public goods supply, the need to reform the current supply system, and puts forward that the proposals to reform the current rural public goods supply system, but mostly these suggestions from the perspective of the government put forward that the opinions of the reform, they are also offered to the farmers’ demand as the basic starting point to change the current supply system, but for the participation of farmers research basically didn’t mention the problem. Therefore, from the perspective of farmers’ participation as the main body to study the problem of rural public goods supply is a research value. Papers to the rural public product theory, institutional change theory, public choice theory are the basis of the theory, using the methods of literature analysis, field investigation, from the actual situation in our country, the related theory of rural public products and the different periods of rural public products supply system carried on the thorough analysis, points out the problems existing in the current system of rural public products supply, puts forward to establishing farmers can actively participate in "participated" rural public goods supply mechanism, to solve the current public products supply system brought about by the various problems, is of great practical significance. Paper based on the actual case in the process of the rural public product supply problems were analyzed, and for the establishment of the "participated" supply mechanism provides reference, put forward to demand expression mechanism, the supply decision-making mechanism, fund-raising mechanism, supervision and management mechanism as the main content to build ‘participated’ rural public goods supply mechanism, its goal is to solve the current system of rural public products supply brought about by the various problems, to let farmers have more say, to be able to have the right requirements express ways to express their own requirements, supply to be able to participate in decision-making, and through the establishment of the multi-agent cooperation financing mechanisms to alleviate the burden of farmers, farmers can get more public products, at the same time for farmers to participate in the rural public product before using, using and after used, maintenance and supervision. Therefore, the establishment of ‘participation’ rural public goods supply mechanism is conform to the trend of social development, conforms with to the fundamental interests of the farmers.
