Study On The Efficiency And Influencing Factors Of Agricultural Products Circulation System In Shanxi Province

The "No 1 Central Document" has been focusing on the "three rural issues" for 12 years, which has always been the main part of national affairs. In recent years, agricultural products encounter poor sales, the circulation issues of “hard to buy and sell” and “the cheap dish hurt farmers, but expensive dish hurt consumers” are still highlighting. In 2013, the No 1 Central Document focused on "improving the circulation efficiency of agricultural products.” In 2014, perfecting the system of rural logistics service was put forward. And in 2015, innovative ways of circulation of agricultural products was proposed. The publications of these documents show that there are a lot of problems need to be solved in the circulation system of agricultural products, which has the important theoretical and practical value to the research on the circulation system of agricultural products, the analysis of the circulation efficiency of agricultural products and then the confirmation of its main factors.Bases on this practical background, this paper summarizes literatures from home and abroad, analyses the circulation system of agricultural products, the circulation process and value added process bases on the basis of the theory of the division of labor and value theory. Bases on the analysis of the system and the related literatures, this paper selects indicators and evaluation model combining the theory of "input- output". By collecting and sorting data, this paper evaluates the efficiency of the circulation system of agricultural products from 31 provinces of our country, and then does clustering analysis to the evaluation results, points out the basic situation of the efficiency of the agricultural circulation system in Shanxi. Bases on the analysis and evaluation of system and the results of the clustering analysis, this paper selects the appropriate input and output indicators, does canonical correlation relation analysis to the factors affecting the circulation of agricultural products of Shanxi, then put forward relevant suggestions on the basis of sufficient discussion.The research shows that:(1)Shanxi is in the general level of the efficiency of national circulation system of agricultural products, its technical efficiency and scale efficiency are lower than the national average, and its returns to scale show a decreasing trend.(2)The main factors affecting the total circulation of agricultural products of Shanxi are the related capital stock of circulation of agricultural products, the related fiscal expenditure to the circulation of agricultural products from government and the traffic levels.(3)The main factors affecting GDP of the circulation industry of agricultural products of Shanxi are the information level, the related fiscal expenditure to the circulation of agricultural products from government and the traffic levels.
