Research On Changsha Government Policies Of Modern Service Industry

The industrial structure of the major developed countries have transformed from"industrial-based economy"to"service economy"in recent 60 years. The proportion of service industry to GDP is over 70% in western developed countries. Modern service industry is becoming the important engine for economic growth , its development level already became the symbol to weight the economy modernization level. The international experiences indicated that the government policy has the extremely profound influence on the industrial development. The modern service known as knowledge-intensive is an important engine to the economic growth and major symbol to measure the modernization level of a country or region. International experience showed that public policies have a profound impact on industry development.Chinese planned economic system transformed to socialist market economy system. Public policies have a profound impact on industry development under special political, economic and cultural background. Since 1990, the central government has issued policy documents on the development of service industries, on the same time, local governments introduced their own. Changsha municipal government established < Some onions about how to further accelerate the services development > in 2003. Shanghai, Zhejiang's modern service industry developed fast since 2005 after local government took the lead to establish policies to accelerate modern service industrial development. Changsha's service industrial developed steady and achieved some results under the promotion and guidance of government policies, but compared to industrial policy, it can't fit to the needs of economic and social development for some reasons, such as insufficient attention, disperse of policy executive subject, lack of intensity, not-loose-enough services industrial policy.By adopting interviews and literature research, surrounded the modern service policy, this thesis analyzed and evaluated modern service industry in Changsha existing policy system, confirmed the results, pointed out the deficiencies after comprehensive using theoretical knowledge of public management, economics, statistics, etc. In order to solve the problems, this thesis use public theories to state the important role of government policy in the modern service industry development. It evaluated current policies and prepared theoretical foundation for the final policy. It indicated the importance and necessity to perform industrial structure adjustment when social economic reaches certain period. Based on the work mentioned above, by referencing domestic and foreign policy experience in the development of modern service industry, this thesis puts forward several suggestions to improve modern service policies of Changsha. It's expected to provide reference for Changsha municipal government to formulate and perfect policies, thus accelerate the development of modern service industry and promote sound and fast economic development of the social economic construction.
