State-owned import and export trade companies had made great contribution to national foreign exchange earning and economic development in specific period. With the deepening of China’s reform and opening up policy, authority gradually let go of the trade management, a lot of foreign import and export enterprises and private ones enter this industry, made it a very competitive industry. Many State-owned import and export trade companies gradually fell into dilemma. On the one hand, this is because the state-owned import and export companies’ out of date management, On the other hand, it comes from quitting of business people. They worked for themselves using the customers resources built in state-owned import and export trading company. The problem of low loyalty of business people in State-owned import and export corporations has become an obstacle for them to revive and develop. It is time for us to pay attention to this phenomenon.Unlike manufacturing enterprises, the core competence of import and export corporations are mainly knowledge and social network. Knowledge includes the message and understanding of customers both in china and aboard. Social network is the relationships with customers and the reputation within customers. Business people in import and export companies carried both knowledge and social network, so business people in import and export firms are of importance. Whereas from the day the authority loosen the entrance of foreign trade right, the turnover of business people in state-owned firms has become an severe problem. Most scholars thought that compensation system and resource management system was to be blame and propose some suggestion, such as increasing income of business people and improve institutional construction, but it is of no use in JS import and export company. We regard low loyalty of business people in JS company as the vital factor.Due to the low loyalty of business people in JS company, especially core staff, has contributed to the turnover and declining performance. We complete the loyalty investigation of business people with the support of leaders in JS company. The questionnaire we designed was filled by 110 business people. We analyze the data we collected and give our own suggestions to improve loyalty of business people in JS company, Finally, it comes to the conclusion.
