Promoting new urbanization still holds the key to addressing all the issues relating to agriculture, rural areas in China, and it is a strong support for promoting balanced development between regions,is a vital opportunity of boosting domestic demand and upgrading industries. New rural community construction is the important carrier for urbanization. Qingdao Government have implemented the plan called “Double Area” in 2012. In accordance with the plan,6018 administrative regions would be adjusted into 1057 different types of new rural communities, mainly including: Fusion center, Small town-agglomerated, Function-integrated, Leading enterprises-supporting, Urban villagereconstructed.That where the money come from has been the most important problems of the construction currently. According to the related paper of Shandong, namely <the new rural communities and the new rural development plan(2014-2030)> and the number [2012]46 of Qingdao, this paper makes a concrete analysis based on the new rural community construction situation of Qingdao, in the hypothesis of ignoring factors such as inflation and rising prices, measures the demand for funds is 1.1 trillion.And we can raise supply funds 520 billion only thought government finance,land transfer,as well as villagers self-raised funds without financial institutions, funding gap would be near 580 billion. At the rate of 10% increase, completing all the construction projects will last at least 22 years.This paper argues that the new type of rural community construction needs to adhere to the human-centered, adhere to the reform of financing, set up efficient, inclusive and sustainable financing system, increasing government financial input, set up new rural community construction fund security.
