Structural changes in the consumer and consumption level has been an important factor affecting the production and supply of related industries,meat consumption in our population, the level of consumption of meat purchased in rising, consumption structure from the traditional pork-based single structure common to a variety of meat consumption structure change varieties, especially beef and mutton and other relatively high-grade meat consumption and the absolute proportion has increased dramatically. In particular, into the 21 st century, the per capita consumption of milk from 2000 to 2013 increased 7.2 kg of 32.4 kg; per capita consumption of beef from 2000 to 2013 increased by 4.0 kg to 4.3kg. By the end of 2013 our cow population reached 14.45 million, milk production reached 35,314,200 tons, 673.21 tons of beef production. The huge consumer demand for beef and dairy industry development in our country to provide a broad market, but is facing a series of problems in the traditional beef cattle industry in our country, such as due to the economic decline caused by cattle breeding downsizing; cattle market and slaughtering and processing enterprises overcapacity; industrial layout cow prices upside down and the whole industry chain due to differences in economic benefits resulting from unreasonable. The mostimportant question is, "Shamu killing green" aspects of low profits and breeding of cattle caused by the shortage of sources, China’s beef industry this continues to be fattening cattle appear no position. On the demand side of beef, it is predicted that by 2020 China’s per capita beef consumption will reach 10.13 kg in 2030 will reach 10.81 kg [1]. So faced with the huge domestic beef market supply and demand gap, solve the shortage problem of bovine source for the development of China’s beef cattle industry, raise beef market supply capacity, ease the domestic beef market supply and demand of critical importance. Cattle breeding in the good tradition of industrial restructuring, while further enhance milk a bull meat rate, not only to open up new sources of meat beef, but also conducive to fostering Cow industrial chain extension and a new profit growth point.In this paper, Su-Hu area dairy bull meat industry as the research object,a systematic analysis of the meat with dairy bull breeding industry;through expert interviews, field research, the typical case analysis,mathematical statistics and other research methods, the first region to explore Su-Hu meat milk status and breeding bulls resource status quo,namely dairy bull breeding with the process of fattening meat exist universal and regional issues, and through analysis of typical cases, trying to figure out a targeted solutions; then, based on the Soviet Union Shanghai area 240 meat dairy farming body findings, analyze thecomposition of meat and milk costs with cost-benefit level breeding bull fattening. The results show that:(1) costs accounted for about 50% of calf meat with dairy cattle fattening the total cost of farming, Steers costs continued to rise in recent years, leading to a marked increase in farming costs;(2) the cost of feed costs are the second largest aquaculture cost,and accompanied by rising prices of feed ingredients, feed costs have further upward trend;(3) the breeding process still exist, such as the development of the traditional beef cattle breeding industry faces shortage, environmental pollution and other constraints of the problem;(4)the dispersion farming causes the individual farmers market bargaining power is low, the risk is relatively weak ability to resist the impact of the development and maturation of a seller’s market, and ultimately do not help to improve the farmers farming income. Finally, we propose the following suggestions based on the above analysis, feasibility studies:(1)the integration of dairy bull resources to nurture and strengthen the breed improvement, reduce costs Steers;(2) the establishment of dairy bull beef grading system standards, strengthen brand building, increasing beef value-added products;(3) to develop and promote specialized artificial feed, raise the level of scientific feeding, reduce feed costs;(4) the establishment of multi-input mechanism for pollution prevention and control;(5) promote the overall level of cooperation in aquaculture enterprises, promote the development of a seller’s market, perfect.
