The tax department,as the state functional department in charge of tax work,not only has the attributes of the administrative organs,but also a very strong business department.It is closely linked with business and economy.To a certain extent,it has the characteristics of the general enterprise organization.Therefore,the tax authorities can refer to the effective performance assessment of the enterprise to better the performance of the enterprise.Carry out the duty of "collecting taxes for the nation and collecting taxes for the people".Human beings are the root of productive forces,and any work is active in the participation of people,and there is no set of performance appraisal system that can really stimulate the vitality and positive energy of people,such as water passivity and wood.At present,although the performance appraisal has been carried out by grass roots Local Tax Bureau of Z City,there are still many problems.Therefore,it is very necessary to improve and perfect the performance appraisal system of the Z municipal grass roots Local Tax Bureau.The current performance assessment of Z municipal grass roots Local Tax Bureau is deviated from organizational performance and organizational performance,individual performance and organizational performance are disjointed,performance evaluation indicators are too short of short-term goals,and assessment is formalized.In the paper,the performance evaluation system is evaluated and promoted in many ways,from performance indicators and processes to analyze the existing problems.Then,the performance appraisal system is improved and perfected,which mainly includes two parts: rebuilding a comprehensive performance index system,improving and perfecting the performance appraisal process.When establishing performance indicators,the innovative use of modern information technology not only reduces workload significantly,but also improves the objective degree of indicators.To improve the status of taxpayer satisfaction in the performance indicators,to provide better service for the taxpayers,and to improve the high level information performance of the tax departments at the grass-roots level,and to promote the "one stop,one trip,one paper" in the government work report of the State Council,which complements the service of the public in recent years.The expectations of the government will help improve the image of the government.
