Tax bureau are one of the government departments.It is necessary to practice performance assessment to answer the call of the new tendency of government management.Considering either the development or the image and status of the tax bureau.Performance assessment is obligatory.Performance assessment can enhance the public credibility and executive force of the tax bureau.It is the “baton”,the “main handle”and the “propeller”of the development of the tax levy.Performance assessment is hard to put into effect,but its strategic significance cannot be neglected.The first chapter introduced the research background and meaning of the performance assessment.also introduced what is it and its research method.Especially the innovation part and the status quo of domestic and foreign research result.;The second chapter systematically introduced performance theory,performance assessment theory,new public management theory and the relative performance assessment method.provide the theory basis for this paper;The third chapter based on the actual situation of the performance assessment in GX tax bureau.Discussed the basic situation,the content,the indicator system and some prominent attributes of performance assessment.Come to the conclusion that GX tax bureau had already gained after put performance assessment into act.For example the idea of performance assessment is wild spread and the employees are act more conscious,the operational mechanism are more perfect.the implement of the key work were pushed quickly and efficient.;The fourth chapter analyzed the problem exist in grass-root tax bureau and how these problems were created.Like the design of the indicators for performance check are unscientific.The system are not complete.The culture building are not effective,the result are not well-used.These four problems are being discussed in this chapter.;The fifth chapter are based on the balanced score card theory.Come up the solutions of the problems that already discussed in the previous chapter.;The sixth chapter are the conclusion and the forecast.Due to the limited research time and ability.This paper are limited.The author will continue the research and keep eyes on the performance assessment of grass-root tax department.By combine the the theory and the author's own experience working in the tax bureau.Aim to some significant problem and analyze it.Then come up to some maneuverability suggestions.These suggestions play a very important rule during the construction of performance assessment.
