An Empirical Analysis On The Performance Of Fiscal And Agricultural Expenditure In Shandong Province

Agriculture is the foundation of national economy, the modernization and sustainable development of agriculture relate to solve the "three rural issues", also relate to the development of national economy and the improvement of people’s life.Shandong is an important agricultural province and a main grain production base,its agricultural output is growing for many years, its agricultural infrastructure conditions continue to improve, its agricultural development has made great progress,but there is still bottleneck restricting the further development of agriculture. At the background of agricultural modernization and new agricultural management system,the focus of the present agricultural development is to improve agricultural benefit and to make progress of rural economy,.In accordance with New Normal, basing on the perspective of modern agricultural management system, from the relationship of fiscal agricultural expenditure with agricultural economic growth and farmers’ income increase, carried the empirical analysis of fiscal agricultural expenditure in Shandong province both in micro and macro production performance. The empirical analysis of micro production performance mainly used data envelopment analysis method, evaluating and analysing fiscal agricultural expenditure efficiency of Shandong province. The empirical analysis of macro production performance: on the one hand,used the extended C-D production function, the unit root test and cointegration test to analyse the relationship between agricultural expenditure and economic growth of agriculture;On the other hand, used Granger causality test, stepwise regression analysis, and Brown-Jackson model to measure agricultural expenditure and farmers’ income.Then,we could make some conclusions through the empirical analysis: Shandong finance agricultural expenditure low efficiency was due to excess productive inputs;fiscal agricultural expenditure was general on agricultural economic growth, too much surplus labor force affected the effects of fiscal agricultural expenditure; fiscal agricultural expenditure promotes farmers’ income growth, but there was still potential for improvement. In the end, put forward suggestions to improve fiscal agricultural expenditure performance according to the result of empirical analysis.
