The Study Of The Rural Economics Growth Of The National Public Expenditure On Agriculture In China

Fiscal expenditure on supporting agriculture is the key for the agricultural development and rural economic development given for the foundational status and disadvantaged characteristics of agriculture.Financial crisis 2008 not only have had a great impact on the backward agriculture, but also affected the development of rural economic. Therefore, it is of great significance to study how to optimize the structure of China's fiscal expenditure on supporting agriculture and how Fiscal expenditure on supporting agriculture help to increase farmers' incomes is helpful to make good use of the limited agricultural funds and promote rural areas economic grows.This paper researches on the efficiency of the financial support for agriculture in the back ground of Policy of "The construction of new rural areas." In terms of the theory and practice, this paper systematically studies the agricultural investment efficiency of the Chinese finance. Particularly using the econometric model and statistical analysis, this paper systematically analyzes the scale, output and structure efficiency of the Chinese finance's agricultural investment. The paper analysis empirically the existing problem of the China's fiscal expenditure on supporting agriculture, and the reasons of low efficiency in recent years, then presents solutions and proposals to improve the efficiency of the fiscal expenditure on supporting agriculture, to speed up the pace of building new rural areas and promote rural areas' modernization process.Focusing on the factor that restricted the effects of agriculture expenditure, this paper presents following solutions:1)increase the size of agriculture expenditure; 2)optimize the structure of the expenditure; 3)adjust methods for agricultural subsidy;4)further perfect the management system and increase the efficiency of running financial capitals.There are five chapters in this dissertation. The first part is introduction, mainly gives the study purpose, theoretical and practical significance and construction of my dissertation。In this paper I will review on the related literatures about this problem both at home and abroad. Meanwhile, defined the related conception and study scope and established the research framework and ideas of this dissertation.Chapter two is about the theoretic analysis of fiscal expenditure on supporting agriculture and economic growth. This article explained some relevant theories of government fiscal expenditure and the expenditure in agriculture.The third chapter:the analysis of existing problem and causes of China's financial expenditure on agriculture. According to the former parts, this part summarizes that there are some problems existing in practice, such as the scale of the agricultural expenditure should be enlarged, the structure of the expenditure is unreasonable, the use of the funds in inefficient; and then analyzes the causes of them.The fourth chapter:the mathematic model between the scale and structure of public fiscal expenditure on supporting agriculture and rural economic growth is constructed based on the model of public product theory and the research of governmental effects on economy growth. Corresponding conclusion is approached through the empirical.The fifth chapter:the countermeasures and recommendations to perfect China's financial expenditure on agriculture. Based on the analysis above, some proposals are brought forward:to insure that the scale of the agricultural financial expenditure increases steadily; to optimize the structure of the expenditure; to use the funds efficiently; to normalize the policies of our domestic support. In addition, this part also emphasizes that it is important to improve the complementary.
