Research On Fairness Of Maternity Insurance Policy In Shanghai From The Perspective Of Government Responsibility

The introduction of the United Nations Convention on the elimination of all forms of discrimination against women is a prelude to the point that: "raising children is a common responsibility of both men and women and the whole society."After the founding of new China, the evolution of the maternity insurance system development increasingly perfect along with the economic system change. That was introduced in July 2011, "social insurance law of the People’s Republic of China" in the sixth chapter specifically stipulated the maternity insurance coverage and pay and pay benefits, and urges the unified management of social security funds, country of maternity insurance value. However, due to the basic reasons of the household registration system and the change of employment structure, reproductive women of maternity insurance coverage, increasing treatment level requirements. Therefore, China needs to seek conform to the development of our countries to maternity insurance system in China.Procedures of Shanghai Municipality on urban maternity insurance since the promulgation from 2001, efforts on expanding the coverage, enhancing the social identity of women’s equal right to employment and improving women’s maternity insurance benefits. Meanwhile the current implementation of the maternity insurance policies in Shanghai remains unreasonable difference, so the fairness of the existing Shanghai maternity insurance policy is in-depth research and analysis. Finding out the reason for the existence of the problem and put forward on corresponding countermeasures, looking under the perspective of fair and maternity insurance policy difference phenomenon and reducing the current sense of injustice of the women is the purpose of this paper.The paper starts from the introduction of the basic theory of maternity insurance, elaborates various stages of development founding of new China, domestic and foreign development status and generally view of experts and scholars, combines with the current implementation of the maternity insurance fair significance of the social fair theory, government responsibility theory argument.
