Family is the foundation of human society continuation and development,the relationship between development and progress of human reproduction and society,shouldering the human vicissitudes,is the starting point of all social behavior,so the family is in fact a kind of social behavior.Reproductive women and reproductive families produce fertility costs and bear reproductive risks in the course of childbirth.Family is valued by society to share,so the resulting reproductive behavior reproductive costs and fertility risk should be shared by the whole society,resulting in the medical service,maternity allowance,maternity leave and necessary economic compensation and other protection measures of the maternity insurance system for fertility behavior in the family when.Therefore,the birth insurance system is actually a kind of public service that the government should provide,and it is a social security system.Therefore,it is of great realistic and theoretical significance to study the functions of government in the construction of maternity insurance.In our country,maternity insurance is a basic social security system,but compared with the other four types of insurance,maternity insurance coverage,the insured rate is lowest,development has been lagging behind in its operation,there are also some problems,whether the functions of the government and to have a direct relationship.The author takes Hefei maternity insurance as research object for the implementation of the combination of theory and practice point of view,through the analysis of the implementation of Hefei City maternity insurance,points out the existing implementation of the Hefei municipal maternity insurance problems in the process of the main system is not perfect,imperfect laws and regulations,expand the difficult and unfair and enjoy treatment to solve the contradiction of female employment and fertility problems have yet to be perfected.And objectively from the government functions involved in the country,enterprises,society and individuals at different levels of analysis of the causes of the problem.In the fifth chapter with the fourth chapter summarize the foreign experience and participate in maternity insurance for urban workers in Hefei City,the problems put forward the improvement suggestions:first to improve the maternity insurance law,adhere to the principle of legislation;secondly,the unity of family security system,gradually achieve a more fair;thirdly,to strengthen the government in improving the maternity insurance system of responsibility besides,the development and support of family planning;commercial insurance;finally,promoting the urbanization construction,the management of the floating population,to provide a stable environment for the implementation of maternity insurance.To promote the transformation of government functions and to provide more services for the construction of maternity insurance,the functions of the government can be effective in policy formulation,policy implementation,policy supervision and policy improvement.
