In an important period of Chinese economic transformation and development of new urbanization, domestic construction companies and real estate market will face a new round of industrial revolution with the further deepening of market process. The industry of building survey and design has presented to differentiation, marketiation, informatization and collaboration. The core competitiveness of the construction industry gradually has changed from technology-based to the integration of technology, management, capital operation. Under the new situation, it will become a big subject for the engineering survey and design enterprises to actively adapt to the new normal economic development, to promote the innovation of enterprise management system, business mode, science and technology, and to enhance core competitiveness. Hohhot Architectural Survey and Design Institute, a veteran of the survey and design units, has restructured from public institutions to autonomous, self-financing and technology-based enterprise. Facing the economic transformation and the fierce competition of market, if the company wants to be invincible, it must use advanced scientific theory, management and technological innovation in the pursuit of sustainable development, and work out the strategies in line with the development of the modern era and enhance the competitiveness of the industry to adapt to the new normal economy.In this paper, it will choose Hohhot Architectural Survey and Design Institute as the object of study and use the theory of strategic management. Firstly, it will describe Hohhot Architectural Survey and Design Institute’s development Status and external circumstance. In order to be more detailed description of the problem, the PEST analysis and Porter’s Five Forces model will be utilized to analysis the external macro conditions and industry environment respectively. After that, the author combines the theory and practice to sum up the external opportunities and threats, internal strengths and weaknesses. On this basis, by using of SWOT analysis model, the author believes Hohhot Architectural Survey and Design Institute must follow the actual status of the company, develop the most scientific and suitable development strategy, and establish of a comprehensive strategic management framework. Finally, the conclusion will be demonstrated that upgrading technology, establishing reasonable organizational structure, strengthening coordination and cooperation between departments, enhancing the enterprise culture construction, accelerating the construction of digital design institute are the strategic measures to deal with the fierce market competition. This study will supply development path and model for Hohhot Architectural Survey and Design Institute. It will be significant for its further development and expansion.
