In recent years, as the public welfare and the practicability of the livelihood of the people project, Chinese railway has made great achievements in the area of design and equipment manufacture for high speed railway. At the same time, former railway ministry take the opportunity of the development compile the "long-term railway network planning" in2004, and have been adjusted it in2008.Thus promotes the large-scale railway construction. Beginning in2008, represented by the us subprime mortgage crisis of the western developed countries appeared serious economic bubble, the crisis quickly spread to countries around the world, as the world’s important economies, China can’t be immune, especially the export-oriented economic development mode by the larger impact. So the Chinese government in2008launched the4trillion economic stimulus plan, but most of them are invested in the infrastructure including railway engineering construction. The size of the railway construction investment of more than one hundred billion a year from rapid increase to more than eight hundred billion peak, in tackling the international financial crisis, the railway construction investment economy play an important role, and since then, the railway construction has entered a climax stage. But railway plans also suffered aftershocks from the corruption investigation that led to liu zhijun’s removal from office as railway minister, in addition to Jiaoji Railway and YongWen railway accidents, the speed and scale and quality and safety problems of railway construction has been pushed to the forefront, the Ministry of Railways has been revoked in NPC and CPPCC(2013). Based on the above reason, the railway construction was stalled, and now although railway construction investment increased, but tend to be more rational, at the same time as the national railway network’s initial formation, main railway built gradually reduce.Large changes of railway investment made in related industry chain enterprises also experienced great changes. Fsdi Co.Ltd has always been to contract for the design work of large national railway main business as one of the four Railway Survey and Design Institute of China railway, but the change of the railway industry force enterprises to ponder the question of enterprise’s strategic transformation, strategic transformation of this is also the entire building engineering survey and design industry. This paper expounds the Fsdi Co.Ltd development history, then analyzes the present situation and existing problems, and further puts forward the significance of implementing enterprise strategic management. In order to lead to the enterprise development goal,the paper using the enterprise strategic management theory, strategic management theory of competitive strategy and market development strategy. By using the Porter’s Five Forces, QSPM analysis tools and SWOT matrix to analysis the external environment and internal conditions of enterprises and competition ability, on the basis of sufficient demonstration enterprise development strategies are put forward.In the implementation of enterprise strategy, this paper gives specific methods such as enhance business competitiveness, strengthen the development of new markets and foster the diversified development, improve enterprise brand effect, and gives the enterprise strategy implementation steps, to finally achieve the enterprise development strategic target. This paper put forward Fsdi Co.Ltd market development strategy and implementation plan according to the actual situation of market development, combined with the present situation of the industry and macropolicy, the paper has a certain reference significance for enterprises of construction survey and design industry to improve market competitiveness and achieve sustainable development.
