As the development of the society and economy of our country, gaps between urban and rural areas are increasing, the urban-rural division of the dual mode of medical security is increasingly becoming one of the obstacles on the way to the city and countryside integration, in violation of the equitable principle of medical security system; Basic medical insurance for urban residents and the new type of rural cooperative medical care are managed separately by the ministry of human resources and social security and health departments, institutions function overlap, cross, the phenomenon such as resource waste a lot; At the same time, due to the separately management institutions, repetition of ginseng problems are also common occurrence, and further increased the pressure of the medical insurance fund and the new type of rural cooperative medical care fund. Kunming in order to solve the above problems, integrate the fragmented medical security system, gradually realize the integration of urban and rural medical security system, reflect social justice, to ensure and improve people’s living standard, On January 1,2013 began to implement the basic medical insurance of urban and rural residents of Kunming. From the implementation of the system has been more than a year, and achieved good social benefits, but there are also some problems.This paper is combining with the situation of the basic medical insurance of urban and rural residents of Kunming, using the institutional change theory, public goods theory and welfare economics theory to research how to develop the basic medical insurance of urban and rural residents of Kunming sustainability. Begin with the background and developing process of the basic medical insurance of urban and rural residents of Kunming, review of its historical evolution and so on. Using the method of literature study, investigation and comparative study to discussed and analysis the problems existing in the development process and the influencing factors of its sustainable development. And on the basis of analysis、summarize the experience of development of National medical insurance of foreign countries and Chinese cities, the author summarizes the improved methods and suggestions of the project which can give references of the related departments in the aim of sustainable develop the basic medical insurance of urban and rural residents of Kunming.
