At present, China’s infrastructure is yet to be perfect; China will continue to increase government investment in the future for a long time. Government investment, as a powerful policy instrument for the government to deal with fiscal funding, is used to provide public products and service and improve infrastructure. Over recent years, with more government information disclosed to the public, people are more aware of political participation and pay more attention to the economic efficiency and effectiveness of government investment projects. However, there is still a wide gap between the current performance auditing of government investment and the 2008-2012 Audit Work Development Plan issued by Ministry of Audit. As an effective means to promote the rule of law, safeguard people’s livelihood, push forward reform and advance development, performance auditing of government investment projects can effectively promote relevant departments to strengthen financial management, increase returns on investment, pay attention to the project social benefits, and promote the development of performance audit.This paper firstly introduces the concept of performance auditing of government investment and analyzes the current situation of China’s performance auditing of government investment. The basic concepts of Balanced Score Card (BSC) and Analytic Hierarchy Process(AHP) are stated in this paper; and it sets out feasibility analysis of the idea of applying BSC to build a performance evaluation index system for government investment projects and using AHP to evaluate performance evaluation index. Secondly, problems at current stage are pointed out through the analysis of Kunming municipal government investment; this paper, by means of BSC, designs a set of multi-index and multi-level performance evaluation system on the basis of public service, internal process, finance and sustainability. Finally, this paper takes empirical analysis on the major investment projects in three industries of Kunming in 2013, applies AHP to the performance evaluation of government investment projects and the weight of each index is obtained by mathematical operation. It also points out the problems that should be focused on in government investment projects, and puts forward measures and suggestions to improve government investment performance and enhance the government’s capability of providing basic public services.
