Hainan Province is a large Chinese tourism province and also an agricultural big province, with the development of the international tourist island the local new rural construction challenges and opportunities coexist. The improvement of the ecological environment is one of the important content of new rural construction,it’s help to improve the living standards of the people, promote the development of social harmony and stability. In order to realize the well-off society goal, the government must rely on rural development, let rural development as an important way to realize the social progress.This paper get the scientific development concept as the fundamental guiding ideology, use construction of new rural sociology, the construction of new countryside ecology, the new rural construction of circular economy as theoretical basis, study of new rural ecological civilization construction in Hainan, comprehensive arrangement the ecological civilization construction and the problems in rural areas. Through the successful experience domestic and abroad, elaborate the ecology civilization construction necessity, basic conditions, existing problems of Hainan new countryside.Taking Hainan Province as the study area, use deductive analysis and inductive analysis, analysis, and theoretical research and practical application, the method of comparative analysis as the main method. Through a large number of literature, data reading combined with the actual situation in Hainan Province, Author find out the existence of land use and environmental protection is not balance in Hainan new countryside ecology civilization construction, the village is not neat and villagers’ rights and interests are not guaranteed, the sustainable development of new rural construction difference, rural cadre on reduction of income is not guaranteed, ecological civilization in central new rural ethnic minority areas and create difficulty.Countermeasures and suggestions of ecological civilization in Hainan new rural construction:(1) Under the guidance of Scientific Outlook on Development strengthen the construction of Luqiao and information network; (2) strengthen the work of agricultural science and technology support, establish peasant association; (3) develop the rural tourism agriculture; (4) Vigorously develop the rural education, cultivate new socialist farmers; (5) Actively establish a new rural construction mechanism of ecological civilization.
