Reserach On Building Ecological Civilization In The Construction Of Socialist Countrsides

The majority of China is rural area, with more than300million villages,560thousand administrative villages, and980million population in their rural household register. So that, the quality of rural ecological environment largely determines China’s ecological environment. Especially, with the acceleration of urbanization since the reform and opening up, the environmental pollution began to shift to rural area, and the phenomenon of "garbage around the village" was prominent increasingly. It not only effects both physical and mental health of peasants, but also impedes rural development seriously. Therefore, as the foundation of China’s economic and social development, the ecological civilization of villages is worth being paid high attention to. It is the basic guarantee of socialist countries construction, and an inevitable choice to build well-off society in an all-round way.This paper is guided by ecological civilization outlook of the Marx and Engels, focused on "relationship between human being and nature" principle, combined with the reality and needs of current rural ecological environment, and aimed to do some researches on the construction of Zhejiang Anji "Beautiful China Countryside", in order to provide effective theoretical basis and practical ways of new socialist countryside construction to other rural areas with similar situation. The whole paper is divided into six parts.The first part mainly introduces the background, significance, methods and innovative points of this paper, and gives a general introduction on the current research situation of new rural ecological civilization construction.The second part is focused to clarify the significant meaning of ecological civilization in the new socialist countryside construction process. Marx and Engels ecological civilization outlook provides a profound theoretical foundation. At the same time, as the inherent requirement, ecological civilization can help us to better solve the problem of "agriculture, country and farmers". It is also an effective means to solve the dilemma in new countryside construction.The third part of the paper analyzes the problems of current rural ecological environment, and the reasons behind it in deep. A series of social and cultural factors, economic factors, and political factors result in problems of outstanding rural ecological destruction, worsening rural environment pollution, and lack of reasonable utilization of resources. Therefore, the path of new socialist countryside construction needs to be rebuilt by ecological civilization as a breakthrough point.In the fourth part, the author takes Zhejiang Anji "Beautiful China Countryside" construction as research object, and studies new socialist countryside ecological civilization construction from the harmony between human and nature. The author also clarifies the current achievements and problems of Anji new countryside ecological civilization construction.The fifth part describes enlightenment of new socialist countryside construction brought by researches on Anji "Beautiful China countryside" construction. In this part, the author claims five aspects need to be dealt with properly:the relationship between new rural economic development and ecological environment protection, realization of "economic ecologization" and "ecologic economization", the relationship between new countryside culture inheritance and spiritual value industry, the proper attitude towards scientific technology, and a full play to the leading role of government and principal role of farmers. These fives aspects are of dialectical unification, and are complementary to each other. We need to combine them together to fulfill overall development of human being and sustainable, stable and prosperous development of new countryside ecological civilization construction.The last part points out the importance of long-term maintenance and management of rural ecological civilization construction. In the process of new countryside ecological civilization construction, we not only need to set foot in improving rural environment, but also work hard to build a maintenance and management mechanism accordingly. It’s the point that we have to think over and practice at the same time of enjoying the new countryside construction achievements.
