Study On Food Safety Supervision Mechanism Of Small Food Processing Industry In Xi'an

At present, the number of xi’an small food factories is very much, due to the limitation of money, their production equipment and test equipment is relatively simple, production environment and health conditions is worse,and they also have to strengthen the staffs comprehensive qualities.In terms of geographic location, small food factories are relatively hidden in rural areas or downtown village far away from the city, because here are gray areas of xi’an food supervision.Therefore, it takes a long period of time to improved the present production status, causing potential safety hazard in the process of the development of the enterprise will exist for a long time.In this paper, using public management, public economy and multidisciplinary theory and method systematically analyse the small food processing factories safety problems and the reasons, on the basis of using the experience of domestic and international food safety supervision, put forward the countermeasures of further strengthen the supervision of xi’an small food processing workshops.This paper is divided into five chapters:the first chapter expounds the research background, purpose and significance, elaborated the research method and technical route.The second chapter analyses the relationship between public management theory and the supervision of food safety.The third chapter analyzes the production status of food processing small workshops, find out the problems in the process of production management, analyse the main problems and reasons of xi’an government departments and the public In their regulation.The fourth chapter summary analysis of the experience of domestic and international food safety regulation, analyses food safety supervision experience of the European Union, the United States and Japan and other foreign countries,expounds food safety regulatory experience of the Shanghai, guangzhou and other developed areas.The fifth chapter based on the above analysis, this paper puts forward the countermeasures to further strengthen the supervision of xi’an food processing small workshops, consider not only to strengthen the construction of food safety supervision environment, agencies, systems and institution, and improve the system of food safety administration accountability and establish effective local regulations, to form a more comprehensive and efficient supervision mechanism.
