Research On The Policy System Of Accelerating The Participation Of Private Enterprises In The Scientific Research And Production Of National Defense By Using PPP Mode

Since the reform and opening up, the private enterprises in China, which develop rapidly, have become a significant power in the promotion of national economic development and the scientific and technological progress; moreover, there is also a great potential of the development of military service. To promote the profound development of military and civilian integration is a national strategy to realize a prosperous country with a powerful army. To introduce private enterprise to participate in the scientific research and production of military products is the important content and the tongs of the promotion of profound development of military and civilian integration, which has become the topic of the times and historic responsibility. Centering on how to accelerate the pace of private enterprise joining the army, this paper analyzes the state of the development, the main advantages of enterprises in China and the problems in private enterprises’ participation into the scientific research and production of military products. According to the policy direction and strategic requirements to the profound development of military and civilian integration in China in the new situation set by the Party Central Committee, this paper presents some suggestions to the establishment of relevant policies and systems based on PPP mode theory. Aiming at solving the problems like multiple management of military product market access, high barriers of entry and complex process, this paper suggests to improve the military product market access system; based on the problems like the blocked information communication between military and civilian, the gap between supply and demand information, this paper puts forward to improve the military and civilian information distribution system; on account of the problems like the monopoly in military industry and the inadequate competition and procurement, this paper proposes to improve a fair and orderly competitive system; directing at the obstacle in the transformation of civilian technology for military use, this paper raises to improve military-commercial collaborative innovation system; as for the inherent deficiency of private enterprise, this paper brings forward to improve regulatory system of private enterprise. The improvement of the policies and systems in multiple ways and aspects can provide guarantee for the private enterprises’ participation into military product industry.
