Study On The Dilemma And Improving Measures Of The Participation Of Private Enterprises Entering Military Industry

Since the 18th National Congress of the Party,the depth of military and civilian integration has risen to a national strategy.In order to achieve the goal of "speeding up the formation of a pattern of all-factor,multi-field,and highly effective military-civilian integration and deep development by 2020," all localities conscientiously implemented the state policy and enthusiastically joined the armed forces.As a big province of military industry,Jiangsu has a strong foundation of defense science and technology industry,and should respond to the development strategy of military and civilian integration and promote the private enterprises to participate in the process of national defense industry.Nevertheless,private enterprises in Jiangsu Province are still facing difficulties from the policy environment,institutional constraints,barriers to entry and so on.How do the provincial government solve the problems encountered by private enterprises in the new period?These problems have become the key to the development of the private enterprises to participate in the process of national defense industry in the province.Based on the three representative regions of military and civilian integration in Jiangsu Province,this paper selects three representative private enterprises involved in defense industry as cases,and carries out empirical research and analysis with questionnaires and related interviews.First of all,the domestic and foreign scholars' related research literature is summarized,the basic concept of civilian participation in the army is clarified,and the theory involved in civil participation in the army is explained,which lays a theoretical foundation for this study.This paper combs the development history of people joining the army under the national policy environment,sums up the present situation of the policy environment of our country and Jiangsu Province,and puts forward the countermeasures of Jiangsu provincial government in the policy environment.Finally,based on the current situation investigation and interview results,the paper summarizes the difficulties of the private enterprises involved in defense industry in Jiangsu Province in government policy,barriers to entry,public service,etc.,and analyzes and puts forward the policy optimization of Jiangsu provincial government.Simplify the administrative process,reduce barriers to entry and other aspects of the solution can be given.
