The Phenomenon Of Phenomenon Of Employment Assistance Policy In Shanghai And Its Countermeasure

To implement a proactive employment policy is the embodiment of fulfilling the functions of promoting people’s livelihood of a government. In China, Employment Promotion Act has put those effective employment policies by practice into the legal regulations– including 10 aspects–the policies to promoting employment such as economic development policy, financial guarantee policy, preferential tax policy,financial support policy, co-ordination of urban and rural areas, co-ordination of regions,co-ordination of groups, policies to support flexible employment and to aid the unemployment of difficult groups, and unemployment insurance policies to promote employment. The definition of Employment Aid Policy is that the government taking actions to help those difficult groups to achieve the employment opportunity by taking targeted aid measures, for example, developing special assistance measures, developing public welfare posts in multi channels etc.From the very beginning of this century, China Ministry of human resources and social security,Shanghai Municipal Bureau of Labour and social security, Shanghai Municipal Bureau of human resources and social security have released positive policies in succession, aiming to help those feeling weak in seeking jobs with insufficient skills while with strong willingness to be employed by the market.And actually, known by the employment department,we’ve met some counterproductive factors during the implement process while conducting employment aid policy out of some subjective and objective factors. The result is that the difficult unemployment group didn’t achieve effective help, not to mention taking away their titles and got decent jobs as well. That is to say, the policy got deviation during its process in that the policy goal couldn’t be reached successfully.This study is trying to aiming at the implement of Shanghai Employment Aid Policy.The procedure should be, firstly, the author tries to analyze the effect of the implementation of the policy by the theory of public policy implement deviation. Secondly,the author puts emphasis on describing the phonomenon to dig out the deep cause. Finally,the author is manages to get the measures to conquer the deviation.The author hopes that the achievement of this research can play a great role in boosting in the perfecting of the public policy from an academic point of view,and furthermore, the fruitful result can offer a reference to improve the effective practice of public policy related to the people’s livelihood.By above measurements, it shoud not be questioned that the policy would get its best effect and the people would achieve full employment,healthy living style,and the govenment would gain a peaceful and prosperous future.
