Research On Implementation Deviation And Correction In Policy Oriented Agricultural Insurance

All the time,the CPC Central Committee and the State Council have attached great importance to the reform and development of agriculture and rural areas.In order to protect and support the sustainable development of agriculture,disperse and resolve the risks of agricultural production and operation,and enhance the ability of agriculture to resist risks,the state has established a policy oriented agricultural insurance system,which has been gradually adjusted and improved.The establishment and improvement of policy oriented agricultural insurance can ensure the standardized implementation of policy oriented agricultural insurance,promote the input of agricultural production factors,stabilize and improve the income level of farmers,and improve the level and ability of agricultural risk management.However,in the process of implementing the policy oriented agricultural insurance,there is a deviation from the policy,which is the implementation deviation of policy oriented agricultural insurance.This paper studies the implementation deviation and correction of policy oriented agricultural insurance through literature analysis and interview.First,the relevant background and theoretical knowledge of policy agricultural insurance and public policy implementation deviations are combed and elaborated.Based on the current situation of policy agricultural insurance implementation deviations in County L of H County,the implementation process of policy agricultural insurance and the policy characteristics of town L and the performance of agricultural insurance implementation bias,according to these performances,it analyzed the causes from four aspects: policy implementation subject,target group,policy implementation mechanism,and policy implementation environment,and finally people put forward several corrective measures.The research shows that: it is affected by the responsibility factors of the policy implementation subject,the self-interest motivation of the target group,the defects of the policy implementation mechanism and the particularity of the policy implementation environment,There is a deviation in the implementation of policy agricultural insurance in L town of H county,which is mainly manifested in the distortion of the function of policy agricultural insurance,that is,policy resource mismatch,policy failure and policy resource waste,As well as the misinterpretation execution of the main body of policy implementation,that is,"form" execution,"limit underwriting" and "maximum underwriting" and symbolic claim settlement.Then,correct the implementation deviation of policy oriented agricultural insurance to ensure the implementation effect,It is necessary to improve the cognitive level of policy executors,the executive ability of policy executors and the propaganda of policy oriented agricultural insurance,so as to strengthen the responsibility of policy executors;Through propaganda,we can improve the cognitive level of the target group,guide the policy expectation of the target group,prevent and correct the strategic behavior of the target group,and then correct the self-interest motivation of the target group;Through improving the mechanism of information communication and feedback,strengthening the supervision and inspection of policy oriented agricultural insurance and improving the assessment mechanism of policy oriented agricultural insurance,and then establishing a sound policy implementation mechanism;Finally,by optimizing the local social environment and political and cultural environment,we can provide a good policy environment for policy oriented agricultural insurance.
